A regular meeting of the Vestry of St. Martin-in-the-Fields Episcopal Church was held Monday, June 19, 2023 at 7 PM via Zoom. The meeting was opened in prayer by the Rector at 7:01 pm.
Rector Alan Bentrup appointed Tina Morehead as Clerk for the meeting.
Consideration of Minutes
DJ Mitchell moved that Vestry approve the minutes of the May 21st meeting as written. Dick Seeber seconded the motion; motion carried.
Finance Committee Report & Treasurer’s Report
Finance Committee Report: Gary Wilkinson presented the report, indicating that the parish is continues to be in a strong position going into the summer months. Income continues to outpace expenses.
Treasurer DJ Mitchell provided a spreadsheet of updated expenses/income through May 2023 with updated projections through end of year 2023. Copy is attached.
Update on non-audit review by third party CPA: Gary confirmed with correct personnel at EDOT that we are allowed to have a review done by a third party prior to Diocesan audit. After the third party review is complete, St. Martin Audit Committee will follow the EDOT checklist in doing our audit. Timeline for completion is sometime in September.
The next scheduled meeting of the Finance Committee will correspond with the next Vestry meeting to be held in August. Special meetings of both the Finance Committee and Vestry will be called if situations warrant prior to August 20th.
DJ Mitchell moved that Vestry accept the Treasurer’s report, Dick Seeber seconded; motion carried.
Junior Wardens’ Reports
Rick Schultz: HVACs in both the office area and in the classroom/parish hall buildings both need repairs that are preventing their working. Both expenses were approved by the Vestry and work should take place next week.
Dick Seeber: The removal of small fencing in playground area is a much more detailed job than expected, expense to remove it and repair the area to make the entire playground safe will be $1000.00. Expense was approved by the Vestry from Building and Grounds budget and work should begin 6-20-2023.
There is a dead tree in the Memorial Garden that needs to be removed as it is a hazard to both people and the building. Per Becky Snell the tree died during extended snow and ice in 2022. Since this is a safety issue, Rector will have church staff contract arborists to get estimates and the tree will be removed as soon as possible. Several Vestry members will send the office contact information for their “tree guys.”
Senior Warden’s Report
Senior Warden Bob Bess echoed the multiple thanks that he included in his written report (copy attached).
Due to challenges with lock up taking place on Sundays: Bob asked the Junior Wardens to investigate the possibility of installing motion sensor lights in the bathrooms so that lights would turn off automatically.
Also, the door from the office area to the Memorial Garden needs repair including having an automatic closer installed and possibly new dead bolt/key pad entry installed. Current deadbolt is keyed on the outside and mechanism no longer works with all keys, and door is very difficult to close completely and lock securely. Rick Schultz to call on the electrician/lock company that has worked on the other doors in the church buildings to correct the issues.
Rector’s Report
Reviewed upcoming dates as listed in his written report, copy attached. Discussed the following items separately:
Curate Gavin Tomlin will be ordained to transitional Deaconate on June 24, 2023 in Houston. He is in town now and has moved into his new apartment. Begins working at St Martin July 1.
If air conditioning in the large parish hall is not fixed prior to June 25th, then Rector and Vestry Forum will be moved into the sanctuary
September 10 will be Rally Sunday and the last 9:15 service for summer. Attendance continues to increase, even though service times are combined to one Sunday service for the summer.
Nomination to Priesthood of St. Martin sponsored candidate
After the Senior Warden left meeting, Rector presented letter from St. Martin to the Diocese of Texas recommending Phyllis Bess to the Bivocational Priesthood. He explained the complete process and recommendation from our discernment committee. Our letter to EDOT pledges our support (financial, prayers, friendship and moral support) to back Phyllis in her process through Diocesan discernment and her next steps to becoming a priest.
Motion to nominate Phyllis and pledge support was made by DJ Mitchell, seconded by Liz Jordan. The motion carried unanimously and with great joy.

Consideration of Minutes
DJ Mitchell moved the Vestry approve the minutes of the April 23rd meeting as written. Bob Bess seconded the motion; motion carried.
Finance Committee Report & Treasurer’s Report
Finance Committee Report: Gary Wilkinson presented the report, indicating that the parish is currently in a favorable position. Pointed out that income continues to outpace expenses.
Reservations for 2024 Delegates to Diocesan Convention St Martin has prepaid for reservations to 2024 Diocesan Convention to make sure delegates have hotel rooms as needed. This expense will be listed in Finance reports as for 2024 through the remainder of 2023 and carried through as a line item on the 2024 budget.
Update on Interment Costs St Martin’s charges for interment in the Memorial Garden mirror those of other Episcopal churches in the area, most notably Trinity Episcopal’s charge for columbaria and interment.
Outside Audit: Info was provided to independent auditor. Wilkinson will follow up with auditor to ensure audit will be completed according to Diocesan deadlines.
Rector’s letter of agreement corrected In compliance with canons of EDOT, letter of agreement with the rector has been corrected regarding Self Employment Tax. St. Martin will no longer withhold half of the Self Employment Tax as taxes, the Rector is responsible for paying all Self Employment Tax to the IRS himself. Gross annual stipend payment is the same as before. Motion was made by DJ Mitchell for changes to be made, seconded by Mary Beth Butler; motion carried.
Treasurer’s Report Accepted: Bob Bess moved the Treasurer’s report be accepted; DJ Mitchell seconded the motion; motion carried.
Review of Master Plan
DJ Mitchell provided an update on the Master Plan for expansion of Sanctuary, moving of offices, as previously outlined. “Moving of walls” projected to start in fall, first phase will be moving offices to Parish Hall areas. Dick Seeber moved that communication be sent out to the parish regarding updated Master Plan after DJ finalizes the copy in the coming week. Motion was seconded by Liz Jordan; motion carried.
Jr. Wardens’ Report
Mower: Dick Seeber assisted Constance with Fever United in taking ownership of St. Martin’s large industrial lawn mower.
Storage shed was reorganized once mower was removed, and materials for Good News Garden were moved into the shed.
Secondary fencing in playground to be removed. Rick Schultz confirmed with the State that the shorter secondary fencing inside the playground is NOT a state requirement for the playground to be used by the Church only. (as opposed to use by preschool.) Fever United has someone who will remove the fence at no charge to St. Martin.
Sr. Warden Report
The playground and memorial garden will be maintained by the Green Team monthly. They have reviewed the state requirements regarding upkeep of the pea gravel inside the playground and those will be followed to ensure compliance.
Rector’s Report
Bishops’ Visits: On May 28, Bishop Suffragan Kai Ryan will make an official visit to baptize, confirm, receive, and accept reaffirmations. She will meet with the Vestry briefly and informally after the service. A total of 23 persons being baptized, confirmed, received, and reaffirming their dedications are a record for St. Martin.
Curate Update: We have been assigned a Curate who will start July 1st. Information will be provided to the Congregation in a few weeks, until then no information is to be shared by Vestry members.
Seminarian: Tony Kroll, a seminarian from Bexley-Seabury, Chicago, will be assigned to a field education course at St. Martin’s for one to two years starting in September.
Next Vestry meeting to be held Monday June 19, 2023 at 7 PM via Zoom so as to not conflict with Fathers’ Day on June 18th.

Eagle Scout Proposal
Mr. Ethan Holland presented a proposal for his Eagle Scout project. Holland’s written and oral presentation detailed his plans for cleaning and repainting the surface of the Labyrinth and adding plantings to its border. His booklet is attached and made a part of these minutes. DJ Mitchell moved the vestry approve Holland’s project. Liz Jordan seconded the motion, and the motion carried

Jr. Wardens’ Report
Grubby Sunday: Dick Seeber thanked all who worked on Grubby Sunday.
Mower: St. Martin’s owns a large industrial lawn mower which remains unused since the agreement with Fever United to mow the property for 10 years. Options include selling it with proceeds to go the General Fund, or offering it to Fever. Dick Seeber will contact Fever about the matter.
Green Team Reactivation: Rex Angle and Chris Mullaney are willing to reorganize a Green Team to handle regular maintenance of shrubs and plantings. Bob Bess will contact them.
Playground/GaGa Ball Area: These areas have not been kept up and need to be weeded and re-evaluated. Vestry agreed that multiple fences in the playground are not needed.
Master Plan Update
DJ Mitchell presented the document “Thoughts on Next Steps in Building Renovation” which is attached to and made a part of these minutes. The proposal includes HVAC design and Parish Hall improvements and design drawings for church to 30% to ensure best stewardship of resources. Bob Bess moved that Mitchell be authorized to proceed as described with VLK Architects. Dick Seeber seconded the motion, and the motion carried.
Sr. Warden Report
Bob Bess thanked participants in Grubby Sunday, the DeClerk funeral, and Easter celebrations. He stated better communication with the cleaning staff of expectations during high usage periods is needed. He asked that when Vestry members see an area that needs further attention by the cleaning staff they send a photo and description to the Junior Wardens. A new handheld mike is needed and will cost approximately $1,000.
Rector’s Report
Vestry Retreat Follow Up: Rector Alan Bentrup thanked members for attending the Retreat.
Curate Update: Bentrup said that he is waiting to receive more information from the Diocese.
Seminarian: Tony Kroll, a seminarian from Bexley-Seabury, Chicago, will be assigned to a field education course at St. Martin’s for one to two years starting in September.
Bishops’ Visits: On May 28 St. Martin’s summer schedule begins – one service at 9:15 AM. On that day Bishop Suffragan Kai Ryan will make an official visit to baptize, confirm, receive, and accept reaffirmations. One of those she will baptize is her great-niece. She will meet with the Vestry briefly after the service. Bishop Marianne Budde, Diocese of Washington, DC will also be with us that day and will confirm her niece.
Special Gift: Bob Garrity has given a gift of $25,000 to the church, with the allocation to be at the Rector’s discretion. Bentrup announced that he plans to allocate $20,000 to the emergency fund, $1,000 to the Eagle Scout Projects Fund, $2,000 to his discretionary fund, and $2,000 to cover the cost of interment of Jordan DeClerk. The Vestry endorsed the Rector’s plan and expressed St. Martin’s gratitude to Garrity for his gift.

Consideration of Minutes
DJ Mitchell moved the vestry approve the minutes of the February 26, 2023 meeting. Elizabeth Jordan seconded the motion, and the minutes were approved.
Written Reports Going Forward
The Rector, the ex officio president of the vestry, has instituted a new policy for vestry meetings. In the future the following written reports are to be attached to and made a part of vestry minutes and available on the website after approval. Vestry members are to receive them prior to the meeting.
Finance Committee Report & Acceptance of the Treasurer’s Report
Committee Charter Revised: Gary Wilkinson presented the revised Charter for the Finance Committee. The Charter is in compliance with the parish bylaws. DJ Mitchell moved the vestry approve the Charter, Bob Bess seconded the motion and the Charter was approved.
Outside Audi Update: Wilkinson stated that the outside audit of the parish will have to be delayed until after the tax season. The audit will be done by the Garrett & Swann CPA firm in Lubbock.
Treasurer’s Report Accepted: Dick Seeber moved the Treasurer’s Report be accepted. Rick Schultz seconded the motion and the motion carried.
Capital Needs List
The Rector announced that a Capital Needs List is to be created. The list needs to be available for those who want to contribute specific items to St. Martin’s. Amanda Alvarez will spearhead the effort to publicize the list, coordinating with the Parish Administrator.
Jr. Wardens’ Reports
Maintenance Items: The Jr Wardens reported the status of various maintenance items.
Grubby Sunday: Vestry members were reminded of the Grubby Sunday planned for March 26.
Dishwasher for Parish Hall: More research is needed. The subject was tabled to a later date.
Senior Warden’s Report
The Senior Warden thanked all those who contribute time and effort to St. Martin’s.
Rector’s Report
Curate Update: The Rector announced that he has interviewed three candidates who will be graduating in June. All 3 would be good fits for St. Martin’s, and he has reported that fact to the diocese.
Master Plan Update
Beginning in April the progress of the Building plans will be publicized in an ongoing basis.
Bylaws Committee
The bylaws of St. Martin-in-the-Fields must be updated to comply with the Constitution & Canons of the Episcopal Diocese of Texas. The Rector has appointed the following committee: Chair Glenda Morehead, Jen Duncan, DJ Mitchell, and Dick Seeber.

A regular meeting of the Vestry of St. Martin-in-the-Fields Episcopal Church was held Sunday, February 26, 2023, in the West Parish Hall. The meeting opened with prayer by the Rector at 12:10 PM.
Eagle Scout Project – Logan DeClerk
Logan DeClerk came before the vestry to present his proposed project. The project includes construction of 5 picnic tables and weather sealing them and the 12 benches currently on site. If any of the old picnic tables are salvageable, they will be refurbished and weather sealed also. He plans to complete the project over Spring Break. DJ Mitchell moved the vestry approve the project as presented. Mary Beth Butler seconded the motion and the project was unanimously approved. The Rector suggested that DeClerk come to services next Sunday to introduce himself to parishioners and get their support.
Consideration of Minutes
DJ Mitchell moved the vestry approve the minutes of the January 15, 2023 meeting, the Parish Annual Meeting and Called Vestry meeting both held January 29, 2023. Rick Schultz seconded the motion, and the minutes were approved.
Finance Committee Report & Acceptance of the Treasurer’s Report
Committee Membership to Change: Gary Wilkinson reported that the membership of the committee will be changing. A number of the members serve ex officio; those who serve at large are appointed by the Rector. Wilkinson hopes to announce the new membership of the committee at the March vestry meeting.
Outside Auditor Search: Wilkinson stated that finding a CPA to do an outside audit of St. Martin’s records is taking longer than he had hoped. He intends to be able to recommend a choice at the next vestry meeting.
Treasurer’s Report Accepted: Dick Seeber moved the Treasurer’s Report be accepted. Rick Schultz seconded the motion and the motion carried.
Master Plan Update
DJ Mitchell and the Rector are working with an engineering firm regarding relocation of the air conditioning units. Members were reminded that the Master Plan will be changed as necessary. The plan as it stands is not final.
Jr. Wardens’ Reports
Maintenance Items Completed: The Jr. Wardens reported that among the maintenance work that has been done are the following: church pews repaired, aumbry latch repaired, bulbs replaced, locks replaced at the top and bottom of the red doors, new mats installed inside and outside of all outside doors. Grubby Sunday Planned: A Grubby Sunday is planned for March 26. Parishioners will be given the opportunity to choose the jobs they want to do. Vestry members shared various maintenance items they have noticed that need to be addressed. The JR Wardens will alert the Green Teams they need to begin again.
Janitorial Check List: The Jr. Wardens will create a check list of duties for use by the janitorial service to ensure the campus is clean and ready for use.
Senior Warden’s Report
New Documents Required by Episcopal Diocese of Texas (EDOT): The original documents related to the calling of the Rev Alan Bentrup do not satisfy EDOT requirements. DJ Mitchell moved the vestry acknowledge the calling of the Rev Alan Bentrup as required by EDOT. Becky Snell seconded the motion, and the motion carried. The new letter to Bentrup was signed by the current senior warden, and the revised Letter of Agreement was signed by all current vestry members present and attested to by the clerk. The documents showing today’s date will be sent to the diocese electronically and copies returned after signing by the Bishop.
VPiC Duties Update: Senior Warden Bess reviewed the duties of the VPiCs for vestry members and requested members sign up to provide snacks for vestry meetings.
Rector’s Report
Diocesan Council Update: The Rector reported the following were elected to diocesan positions: Keen Haynes to to the Executive Board, Ed McGlaston to the Commission on Ministry, he himself to the Nominating Committee. Council 2024 will be held in Waco. He reminded vestry members that St. Martin’s will pay no assessment for 2023 and that in subsequent years the assessment will be much lower than it was previously. One of the highlights of the Council gathering was the procession of the new congregations joining the diocese.
Curate Update: Bentrup stated that he should receive the names of those who will enter the curacy program in March, with the individual chosen to come to St. Martin’s to start in July as deacon and be priested in a year.
Tarrant County Lynching Memorial: He reviewed the events that led to the building of the memorial. Rick Schultz moved the vestry vote to declare St. Martin’s support of the building of the memorial. Dick Seeber seconded the motion and the motion carried.
Summer Worship Schedule: The Rev Alan Bentrup stated that he is contemplating making changes to the worship services for the summer – possibly from Pentecost until Labor Day. He is soliciting input. DJ Mitchell moved that the vestry vote that while they acknowledge all aspects of worship are the responsibility of the rector in the Episcopal Church the vestry supports his decision. Dick Seeber seconded the motion and the motion carried.
Dishwasher Referred to Jr. Wardens: Recent large gatherings have made those preparing food to be aware that St. Martin’s produces a great deal of garbage by using paper products., and clean up involves a great deal of time and energy of volunteers. The Rector asked the Jr. Wardens to research the matter to determine the best dishwashing machine(s) for the Parish Hall kitchen.
Photo Updates in Breeze
Jen Duncan recommended that parishioners’ photos in St. Martin’s database be updated. The matter will be referred to the Parish Administrator.
Emergency Help Available
Senior Warden Bob Bess emphasized that anyone feeling uneasy at the church, especially after dark should call 911. The Southlake Police Department has made it very clear that they are available at any time and respond very quickly to requests.
Capital Needs List
The Capital Needs list is in the planning stage and should be ready by the March meeting. It is possible that a diocesan grant would be available.

29, 2023, in the church room immediately following the Annual Parish Meeting The meeting was called for the purpose of electing church officers for 2023 and doing some initial planning for the coming year.
The meeting opened with prayer by the Rector who chaired the meeting.
Clerk Elected
DJ Mitchell moved Glenda Morehead be elected Clerk for the coming year. Bob Bess seconded the motion and the motion carried.
Senior Warden Appointment
Bentrup announced that he has appointed Bob Bess to serve as Senior Warden for the coming year.
Junior Wardens Elected
DJ Mitchell moved Rick Schultz and Dick Seeber be elected Co Junior Wardens for the coming year. Liz Jordan seconded the motion and the motion carried.
Treasurer Elected and Finance Committee Chair Announced
Bob Bess moved DJ Mitchell be elected Treasurer for the coming year. Rick Schultz seconded the motion and the motion carried. Gary Wilkinson will continue as Finance Committee Chair.
Vestry Person in Charge Weekly Schedule

Rector’s Announcements
Bylaws Update Necessary: The Rector announced that the current parish bylaws must be revised to comply with the requirements of the Episcopal Diocese of Texas. He has appointed Glenda Morehead to chair the revision committee. Jen Duncan has also agreed to serve on the committee. Others who wish to serve should contact him. He will officially appoint the committee at the February meeting.
Vision, Core Values and Mission Statements: He believes that it is important to revisit the current Vision, Core Values and Mission Statements to determine if revisions are needed.
Vestry Meeting Schedule: All regular vestry meetings are scheduled for the 3rd Sunday of the month at 12 PM, with the exception of the February and April meetings which will be held on the 4th Sunday. There will be no July meeting
DJ Mitchell moved the meeting be adjourned, Mary Anderson seconded the motion and the motion carried. The meeting closed with prayer by the Rev. Alan Bentrup at 12:10 PM
